Lived in Mpls in the 70's, and came back in the 90's to find it completely different, and not for the better. It used to be safe to walk downtown at night. I understand it's gotten a lot worse over the last 25 years. Part of the change happened because of legistlation elsewhere. Neighboring states had tightened their welfare laws and the '3 Strikes and Out' for felons had been enacted in those same states. Consequently some of the worst of the worst from neighbor states moved to Mpls. Worked downtown at the time and had more than one person tell me they'd just gotten off the bus and wanted to know where the welfare office was. The locals don't seem to get it...
