I see this as an issue of so many municipal governments being broken (Baltimore and Portland probably top of the list) and the failure of municipal policies that cater to needy groups. I don't dismiss that certain groups need assistance, but Portland government seems to have, wholesale, turned its back on its stable populations, its businesses, and the consumers of local business and the word is out regionally that it is a destination for the needy people. And it's not just Portland, Washington County is becoming just as problematic as Portland is, per capita.
