2b) in a matter of weeks after Xiaoxian died, Nara was promoted to Imperial Noble Consort with the powers of a de facto Empress , which is a position Qianlong created specially for her and that only she and the future Empress Xiaoquancheng achieved in all of Qing dynasty. It was therefore pretty clear that Qianlong intended to promote her as empress soon after the three years of mourning were over. The rank of Imperial Noble Consort, 1st rank below the Empress, was not exactly like the other ranks as it was so similar in privileges to that of Empress. It was bestowed either because you were a Noble Consort about to kick the bucket (e.g. Huixian, Chunhui), because there was no Empress and it was a stepping stone between Noble Consort and Empress (Nara) or because there was an Empress but she didn't matter jack and the emperor needed someone to manage the inner court. One could argue that Nara actually didn’t even qualify, being from one of the Manchu Lower Five Banners (Xiaoxian’s family was from the highest of the Manchu Upper Three Banners, basically cream of the crop); one could also argue that if Qianlong wanted to promote another empress his hands were all but tied, as Consort Jia was Korean-Manchu and Noble Consort Chun was a pure Han Chinese, and the empresses of Qing were very preferably pure Manchu since Kangxi (Qianlong's grandfather). Of course, there were exceptions, but they were just that.
