I am really glad you addressed this topic. I've been a Christian for over a decade and I still don't know the answer to this question. I do think it's helpful to define lust as the desire for anything outside the plan God has for us (it doesn't necessarily need to be sexual). It's a craving for those things that we really want but God's plan doesn't include at that moment. Anything that seeks to separate us from Christ or has the potential to is not something we should mess with. I realize in my own life there are times when God has created a situation I could learn to lean on Him for strength and support, and instead turned to something else that kept me from Him. It wasn't until I confessed my sin and repented (turning away from that thing and back to God) that our relationship was restored. It was my lust for other things (my desire for things outside His provision) that kept me from Him and ultimately hurt me. So to determine whether masturbation is good or bad depends on the person, the effect the act has on their relationship with God, and their heart. It's hard to issue a blanket judgement something that is soo personal to each person.
