I grew up in Rochester, NY till I was 21 and then moved to NYC and stayed. I go back to Rochester every year or so to visit friends. When I grew up and before that their were many factories that were located right in the city area that used unskilled labor. Now most jobs in Rochester are in the suburbs and you need a car to get there. As with every where in USA factories have closed and unless you want to work at a fast food place you need a skill and training. I think a lack of jobs for unskilled labor is a big reason for poverty in Rochester but also lots of prejudice still going on compared to NYC. On my visits I do go thru most of these neighborhoods in this video and from 10 years ago I see vast improvements in the houses.
